Q:
After the project is awarded to the chosen
company, how soon will GURA release funds? Half
now, half when the project is completed? All
when the project is completed?
A: Disbursement remains to be negotiated.
Typically, GURA and the other party agree on a
list of eligible expenses which GURA reimburses
after verifying payment and receipt. This RFP
may be different in that GURA and the selected
vendor would agree on a list of items and then
GURA would purchase them.
Q:
GURA mentions measures that need to be taken to
prevent or reduce interference on networks
operated by the City and Colorado School of
Mines. What Frequency(s) are being used? What
channels with in those Frequency(s). are being
used?
A: The selected vendor should be prepared to
work around current systems. Further information
on this question will be provided.
Q:
Do the Police and Fire divisions have mobile
data terminals (laptops) in their cars/trucks
now? Will this bid need to reflect cost for
mounts, laptops, radios etc to make them
function on this network?
A: The police and fire departments have
cellular service with laptops. This RFP should
not be specifically designed for those uses, but
preference will be given to a system that could
include public safety in the future.
Q:
Will all bids submitted for the RFP 05-001 be
open for public viewing?
A: Yes.

Do you have a planned user count in any form,
i.e. users per mile, per network, total city
plan of users…?
A: No.
Q:
Do you have a planned per user network speed
base requirement?
A: At least as good as currently available
DSL/Cable, preferably better.

Q:
The RFP mentions that GURA will aid in acquiring
sites and that the build should begin soon after
the award but site acquisition can often be a
lengthly process for a private company.
A: "Soon after" is deliberately
vague to accommodate the inevitable delays. GURA
and the selected vendor will work with good
faith to ensure as a rapid a deployment as
possible.
Q:
What type of structures may be available for us
to mount the radios to?
A: There are street lights, of course, but
we should deliver alternatives such as City and
private property in the event that we are unable
to use those light poles.
Q:
Will we have electrical service at these
locations or do we need to supply our own power?
A: The proposal should address both cases.
Q:
Will we be able to use photovoltaic solar cell
for electrical power if no power is available?
(2.5' x 1.5' panels)
A: We will assume that PV is actually the
preferred option.
Q:
In what manner will GURA aid in finding radio
mounting locations and help expedite the
contract process?
A: GURA will devote staff time to assist in
this process.
