RE: Draft 2005 Work Plan

This basic outline reflects the work over this past year of transition. The items listed below have risen to a priority status as the result of various analyses, including GURA's December retreat, its review of current and planned projects, the recent two community forums, collaborative work with the City and downtown merchants, and Staff initiatives.

The task now before the GURA Board is to give a final general prioritization to these tasks. Staff will then develop a calendar and detailed work plan with measurables. It is certainly possible that some of the work plan will be extended into 2006 and beyond. As Staff works on the detailed work plan, Staff and the Board will also develop the 2005 budget. 

The budget will be more complicated than in years past because of the two partnered programs with the City: the joint hire and the Reinvestment Fund. Once the work plan is finalized, Staff will communicate with EDComm to assess how best to budget and administer the Reinvestment Fund. The GURA Board will need to communicate with the City Manager to budget how much economic development work I might be assigned. As I understand the situation, the City is not budgeting any funds for such work through the first half of 2005. GURA could decide to use the Reinvestment Fund for such work before then, or it could work with the City under the MOU to provide a budget for such work beginning in the latter half of 2005, or it could decide to stick with the status quo.
